Just see those B300 and the likes as large collections of small AA (say 18650 type) batteries. Each has its own discharge rate. Mount them in parallel to increase the discharge rate. Use smaller cells with identical discharge rate to increase max discharge rate of the whole unit. Internal wiring, individual cell properties and multiplicity has a lot to do here.
