Is your Apex300 absorbing much less, around 15% of your panel rating ? Yes, upgraded, PV settings done, high voltage, Volts max 39, new panels, etc. this is my second Apex300 , I believe they don’t allow the system to absorb enough, its capped, but they won’t say. I have 2 panels of 415W each, in each input, still only getting at noon max 150W total from each input.

Please provide more info, preferably a photo of how your panels are positioned, and the specs on the panels, or make & model. Your general location is also helpful, as to latitude. The sun is low in winter, and most panels require full sun. You might also check your cables.
The specs show solar input is 2 × 1,200W, 12-60VDC, 2 × 20A. The only possibility I can think of is there is likely a setting in the app to adjust the charge rate, or it is not set to PV but rather car. I don’t have this model but with older models you had to make sure it was set to PV and not car. Car would limit the input to something around 120 watts.
