AC200P rapid voltage changes during charge and discharge

My AC200P has a voltage and SOC issue. Ive tried charging to 100% and discharging until shutoff many times to callibrate with no luck.
Voltage at 100%SOC is 57V
Voltage at 2%SOC is 55V. Unit turns off loads.
There is no SOC value displayed except 0%, 2% or 100% at any time.
I get about 10 minutes of running a 35watt fan until shut off. I turn unit back on and SOC says 0, i charge about 5 minutes@about 270 watts with AC, its back to 100%.
Ive pulled unit apart and checked cell voltages at the terminal points, they are all about 3.35V, vary by about .003 on my Fluke 189.
I let the unit sit about 3 months at 0% SOC, checked the cel voltages with Fluke, they are about 3.3V, well balanced.
No errors on the display.
Ive tried various charging methods, true solar, simulated solar, simulated 12V and 24V DC charge input with a BK high quality supply. All of these will give a variety of charge times of fast and slow, but they all eventually go from 2% to 100% with no values in between.
The voltage is always between 55V and 57V.
All the AC and DC ports can supply load or charge for the few minutes between 2% and 100% SOC.
So to wrap it all with a bow, i get 2V of charge/discharge range. Ive fully cycled the unit dozens of times using various combos of charge/discharge cycles, but none of it gives me enough power to use for anything.

I removed the battery pack from the rest of the system and let it rest for 4 days.
Reassembled and went through many full charge/discharge cycles to look for changes.
Unit can power a 35W fan for about 30 minutes before it shuts off. Uses 13% available SOC.
Here are my test results.

Discharged under AC load 35W until AC shutoff at display 48.5V DC. Let unit rest until auto shutdown.
Pulled it apart to manually check voltages.

Turn on system. All loads off, no charger connected.
Display voltage: 48.8, .2A battery current, 0%SOC

Connect AC charger, begin charge.

Appreciate any suggestions as to why this unit performs so poorly.
